Resident of Prokopyevsk (Kemerovo Region). On July 12, 2020, Vlasov's home was searched and he was detained after interrogation. On July 14, the court placed him under house arrest under the charges of organising activities for an extremist organisation due to his involvement with the Jehovah's Witnesses community. Members of this community are prosecuted under extremist articles solely for religious activities: meetings, joint worship services, and attracting new supporters. Vlasov has a disability. On 23 May, 2022, he was sentenced to seven years in a general regime penal colony.
